Sylvester Stallone plays Ray Quick, a former CIA explosives expert turned bomber-for-hire in Miami, hired by Sharon Stone's May Munro to avenge her parents' murder by the city's mobsters; James Woods plays Ned Trent, the corrupt ex-CIA agent hunting him, alongside Rod Steiger and Eric Roberts.
