It follows Venezuelan militant Ilich Ramírez Sánchez, known as "Carlos," from his early 1970s attacks across Europe and the Middle East as a Popular Front for the Liberation of Palestine operative through the 1975 OPEC hostage-taking in Vienna, his years as a mercenary-for-hire playing rival intelligence services against one another, and his eventual decline and 1994 capture in Sudan.
